25-27 May, the annual conference of representatives of religious social organizations of Europe took place in Bruhovichi. It took more than two dozen participants from 10 European countries. Meeting organized jointly by Caritas Europe and Caritas Ukraine. "Its goal - to present Ukrainian experience in the field of migration and discuss possibilities of transnational cooperation," - said in welcoming remarks Vaskovych Andrew, President of Caritas Ukraine.

Despite the rich experience of emigration and immigration in some EU countries (Germany, France, Ireland, Italy, etc.), we can observe an inefficient legal management of migration flows. Proof of this is the growth of social tensions on the basis of migration, numerous violations of fundamental human rights, the increasing number of migrants with unresolved status, the spread of human trafficking for sexual and labor exploitation, the existence of extensive networks of organized crime in the area of migration, the spread of illegal border crossings.
Low efficiency of migration policy of the EU associated with unwillingness to new conditions and challenges of global migration. Old methods do not always allow to reach the goals. "Undue emphasis on border control can lead to a new Iron Curtain and the emergence of closed social movements, which account for social tension" - said Gregory Seleschuk, Chairman of the Commission Church of migrants, migration committee member of Caritas Europe. When in the region are about 10% of persons of foreign origin (and sometimes up to 20-25%), attempts to conservation public Voltage can involve considerable conflict.
A high percentage of immigrants with not regulated status (in some regions reaches 60-70%) creates imbalances in Social Security, because large funds are in shadow areas. This reduces the course of social funds. However, such persons can not be excluded from the number of social benefits. For example, even in countries where legislation does not allow them to use medical services they receive it to charity organizations.
Recently, EU efforts to resolve the observed problems that accompany migration. They are separate sections devoted to politics and the Stockholm East Partnership Program (new program regulating migration flows). The essence of these initiatives is the active involvement of governmental and nongovernmental organizations of countries of origin of migrants to the international projects in this area. Indeed, cross-border problems can be solved effectively only through cross-border ties.
